Well, hmm. Given the length of time the problem's been around I'm shifting toward the idea that it's a matter of nmap's standards compliance more so than a fault in the BSD network stack. I have noticed a workaround though.. if a slight delay is introduced to the scan, it will continue without incident, a la.. nmap --scan_delay 1 -sS -vvv Where 1 is a time in milliseconds.
