I don't think so. For example, ftp.internat.freebsd.org is located in South 
Africa :-).

Probably only export of the Kerberos and some other crypto stuff is forbidden 
to South Africa, and somehow the BSD team found a solution even for that 
problem - ftp.internat.freebsd.org is the server where non-US users can 
download the crypto stuff.
