It will only require EMX runtime for compiled programs.  Probably needs the 
full EMX package (same as part of the full OS/2 GCC port) to compile code.  
I've got the full set installed here on my OS/2 box for the EMX GCC compiler if 
I remember correctly.

Basically, the GNU compilers also allow cross-compiling if you dig into the 
switches......
