In fact, they were not even the FIRST. In WWI, both sides used chlorine based asphyxiating agents starting in 1915. Mustard gas was used in WWI by the Germans starting in September 1917. Since then, many other countries have used chemical weapons, including Italy, Egypt, Iraq, Iran, Libya, and Sudan.
