Do you mean an mpeg?  mp3 is a digital audio format isn't it?

Right.  For creation I'd say 800MHz would be the low end although it is 
possible to do that with less but not in real time without serious degradation 
of the final product.  For playing it depends on the frequencies, resolutions, 
etc.  Of course the high end quality stuff would require a high speed CPU to 
get the most out of any digital format.  Same with streaming high quality 
audio/visual over a network and there the network interfaces also come into 
play.
