FTP may not be available from the BBS proper, although it probably supports Kermit. If it's anything like mine was, it simply treats the telnet connection as if it was a modem. Trouble is, most modem download protocols contain transport timing and error correction that can get very snarled over all but the fastest internet TCP connections. And once the modem protocol and TCP start fighting over who is going to send what when, the whole transfer falls to pieces.
