Kermit? That might be a better place for you to start since the
MSKermit for DOS is quite stable on a PC (even an XT 8086)? 

If you can access the Internet and usenet groups the kermit usenet
group has many there who have made the tansition from mainframe/mini
to the PC that might understand what you need to know better than I
do (I never used mainframes or minis). 

I realize you want FTP and not the kermit protocol but the
configuration and packet driver required to get MSKermit working on a
DOS machine is the same or similar to what is required to get FTP07
WATTCP app working (same packet driver and connect procedures).
