I tracked down the problem I am having using checkout.bat by manually using 
the cvs command line client..
cvs co lib-win32.debug
and
cvs co lib-win32.release work fine..
however
cvs co src-sbbs3 just sits there and never does anything.. This started 
happening about the same time as the problems people add trying to access the 
webpage version..
