Subj : CVS Problems?

When I try to use the web based viewing of CVS I get this error.
Redirection limits for this url excededed. Unable to load the requested page.
This could be caused by cookies that are blocked..
I have been able to do this before and dont see where I am blocking any
cookies.. This happens with both IE and Firefox.. 
I was needing to download a tarball because I lost all my source stuff and just
doing checkout.bat apparently doesnt get quite everything. ( I can build the
bbs with msvc but when I tried to build the control panel it says it cant find
xpdev-mt.lib (sp?) and stops..)
