I finally dowloaded and build ncurses-5.5. This seems to have resolved my issues, as I was able ot build SBBS and its accoutrments this last go. I still, however, have a slight problem: I cannot seem to remember where to change my QWK ID from MYBBS to what it aught be. Also, the menus all look odd on both of my systems. (I think this is just due to Ubuntu and its peculear choice of character encodings -- my other system is a Mac; I intend to play with X-term in hopes of getting something that looks nicer.) Even with these continued difficulties, I have decided to open it to the world -- ok, just the world that happens to be reading either this post or my BBS related blog.
