As for CVS... basically, it works like any other version control system...
changes are stored and every previous version of a file can be extracted... you
can browse the Synchronet CVS tree at http://cvs.synchro.net/cgi-bin/viewcvs.cg

For windows, WinCVS is generally what's used... it's available from
http://www.wincvs.org/

Another option is to download the tarball from the ViewCVS page...
