Document OutbufHighwaterMark and OutbufDrainTimeout.
Change default OutbufDrainTimeout to 20 rather than 10 (not changed in
sbbs_ini.c for now)
This results in vastly better performance over slower links.  No longer
is the "Sync" ANSI choppy from remote connections.

Any sysop who has noticed slowness on remote conections should probobly
add OutbufDrainTimeout=20 to their .ini file.
