Well, as late as W4WG 3.11 you didn't have a choice.  We had to order 120 
TCP/IP stacks for W4WG from microsoft and install separately.  

IIRC, at that time Microsoft was saying TCP/IP was no good and that the 
internet was never going to get anywhere, and pushing something called 
"Blackbird" or "Bluebird"....
