That's correct. If the FTP url doesn't include your username and password, then you're not "logged in" to the web server. You can tell if you're logged into the web server cause it'll say "Welcome ". If you're logged in, then the FTP URL is ftp://:@/00index.html. Otherwise, it's ftp:///00index.html.
