Unfortunately, I'm not set up to repro/fix this one.  I have noticed this same
behaviour in the new user sign-up via telnet too though on other peoples
systems.  (ie: I selece no external editor during setup, then when the
confirmation thing comes up, an external editor is selected)

After my upcoming massive overhaul of my Synchronet systems, I plan on looking
into it.
