Not working here, either:

cvs checkout: failed to create lock directory for `/cvsroot/sbbs/web' 
(/cvsroot/sbbs/web/#cvs.lock): Permission denied
cvs checkout: failed to obtain dir lock in repository `/cvsroot/sbbs/web'
cvs [checkout aborted]: read lock failed - giving up

Are you sure you're checking things out under anonymous and not under your 
cvs user account?  It looks like the cvs.lock itself is not owned by the 
cvs user, and it can't be written/removed.
