FWIK, it's a file that ignores people on QWK confrences. Thier messages will
not show up on your BBS. So say there was someone in Advertisments that was
spamming, and you didn't want to see thier messages in the DOVE-net
advertisments on your BBS, you would add thier name to your twitlist file and
then their messages will not be displayed.
