There's that "BindRetryCount" under the [Global] settings in sbbs.ini that will
keep trying to bind to the port for that number of times.  (I believe there's
also a variable in the newer release that specifies the time between tries, but
the default is 15 seconds.)  I set the BindRetryCount to 10, and I've never had
it not rebind after about the 4th or 5th attempt.
