As stated, there seems to be a problem sometimes in the ISP side. 

I'm linked into StarNet, but whenever I connect to his board for mail, I
get "No Messages".  If I go right back to his site, and use a FTP program,
I get a packet... so, to preclude me from having to manually download
packets and import them, we just changed our connection scheme... he logs
into my board for mail in my network anyway, so, when it does so, it sends
the mail for StarNet.   Works fine now.  :)
