It's only (currently) sent to users that create accounts via Telnet/Rlogin (not
via HTTP). If you have the stock exec/newuser.js, and "send_newuser_welcome =
true", and the file text/welcome.msg exists, it should be automatically sent to
new users.

ctrl/ftpalias.cfg is not a new file. See
