I don't know if this is related or not, but messages I send to work come 
across with the following note and the actual message (including full 
header) as an attachment:

This message uses a character set that is not supported by the Internet 
Service.  To view the original message content,  open the attached message. 
If the text doesn't display correctly, save the attachment to disk, and then 
open it using a viewer that can display the original character set.

Our mail at work comes through Exchange 5.5 and has some filters for Spam, 
but AFAIK it doesn't change the message.  I don't get this in any other mail 
program but Outlook (full Outlook , not OE).
