Although someone maybe engaged in other chats, generally if encounter such a
stasis, it means no one is watching their screen. Many have it ON but not
monitored. Just start typing and wait... Long waits in the middle of the night
can be common. But not limited to any particular time of day.

It's an interesting community albeit a small one.
