Mostly because some telnet clients may be stupid... or... packets may fragment at exactly the wrong place. In practice, over TCP/IP, ESC sequences *should* arrive in the same packet. In the case where they don't however, you would get all kinds of spurious ESCs... that is to say, pressing UP would *sometimes* be identical to pressing ESC.
