AH... I was wondering what you were eliciting!  :)  I mentioned it a while
back.  It was file.cnf.  The exact error was:

Aug 10 20:58:29 ns2 synchronet: mail !ERROR 13 (Permission denied) opening
/usr/local/sbbs/ctrl/file.cnf
