Well, I figured out what's happening, but not why. The pid listed in synchronet.pid is not actually the pid of the running process. Note in the following, I'm successfully finding the absolute path for the pidfile and successfully doing a cat, which displays the 24130. From an actual 'ps', the process is actually 24122, as shown below.
