The 'n' in '-nap' tells netstat to report port *numbers* instead of names (e.g.
"23" instead of "telnet").

Try just "netstat -ap" and it'll tell you *which* program is listening for
telnet connections.

File permissions would have nothing to do with it. If you already have
something listening on the Telnet port, that would explain it.
