Couple odd thoughts here. Probably nothing... maybe dumb, but;

Hotmail may have you in their filter.

You may also be in a blacklist that Synchronet is using. For this, you 
can disable the blacklist on a temp basis and try sending the message. 
If it works, do a step by step test to find the blacklist server that 
has you in it.
