When you say you've validated the server accepts telnet connections, did you manually start the native telnetd listener on the system through xinet.d or something? Or have you configured sbbs to listen on another, non-standard telnet port on the same system? (Remember, you cannot have two daemons listening on the same port/same IP/same box.)
