You can customize it but far and few bothered too much. The default Synchronet Shells (Classic and I forgot the name of the other one) are horrible, IMHO -- but at least the web interface doesn't suck. It's pretty nice for a default layout and doesn't look bad at all. When I get my themes done people will have evev more to play with. The point however is -- MOST any software, telnet and / or web is highly customizable.
