Suggestion, if using windows, get a program called TortoiseCVS, and create a local sandbox for the synchronet source... download the Borland Comandline Compiler (not sure if that's it, but the BCC is free), and can use that to build the CVS install iirc. on www.synchro.net there are links and howtos for compiling yourself.. understanding how to do this will be better for you in the long run, if you want to use alpha versions. If you hop into irc.synchro.net in #synchronet there are plenty of people that would/will help you out in building sync yourself... Honestly, if you can't do it yourself, then are best off waiting for the next official release... if you *really really really* want it, send me an email, and will send you a copy... ***NOTE: this will be an UNSUPPORTED copy, and any *bugs* you really will have to get an updated copy again, and see if the bug is still there, until the 3.12b final release... ALSO, I don't have the borland builder for the sbbsctrl utility, so you will/would have to run the console version, and edit any changes in sbbs.ini by hand in a text editor (same way the *nix guys have to)...
