That's a matter of opinion.

I use HyperTerminal quite a bit myself. It comes with Windows (the newer
"Private Edition" version is also a free download) and works well, except for
Zmodem uploads.

mTelnet is quite popular.

And SyncTERM is coming up to speed (http://syncterm.bbsdev.net).
