No.  The FTP server does not need to be running.  You need to configure the 
event that gets mail from VERT under scfg -> Networkd -> QWK Networks -> Hubs 
-> VERT  (I hope I got that right ... I am going by memory.

\sbbs\web  There you will find several directories [html, lib, templates] that 
you can modify.  The web interface is a combination of JS and XHTML templates.

http://www.synchro.net/docs/websrvr.txt (Section 3.0) has some preliminary 
information (Note to self - in need of updating) on this.

offline in case of locked files.
