No. The sysop availability determines whether or not users will be allowed to
use the 'C' option from the "Chat" menu (via Telnet/RLogin). If you're not
available, they won't be able to page you.

The "Toggle All Sounds" disables the playing of .wav files (e.g.
Telnet->Configure->Sound->Answer).
