Subj : Market Action To : All From : Paul Rogers Date : Tue Mar 30 2004 06:09 pm

"The Paper Trail." Most of us pass our days in a hazy fog of
forgetfulness. It may seem incredible that Richard Clark can write a
book and know who he talked to and what was said on any given day. When
you're in a public service job like his, a significant part of it is
documentation. In some circles it's known as a "Pearl Harbor File."
Not only is your calendar corrected at the end of the day, but all
meetings are followed up with a ROD, "record of discussion". Costly,
wasted effort on administrivia? Obviously not, just not the normal
environment we're used to.

It doesn't make for bad investment practices either.

The market did nothing much until mid-afternoon, then rose. Prices
peeked above the 20-day Moving Average. The NASDAQ closed fractionally
above 2,000, for whatever that's worth. Largely as a result of
yesterday's action, which brought my timing signal to just under the
line, I got a Buy signal today. But volume fell to -9% below average,
so it doesn't seem to be a very enthusiastic signal.

If'n I were the suspicious type, I'd wonder if maybe tomorrow's end of
quarter window dressing by the mutual funds might not have caused some
of these prices to rise. All the managers want to show they're holding
the Street's current darlings, even if they only bought them yesterday.
I think I'll wait and see.

Timing Signals: I don't use or recommend timing signals, but they're
fun to watch. If I did though, well, I might use something like this.
(Be warned!! It tends to whipsaw around signal points!)

Last Signal: BUY Date: 03/30/04 S&P: 1127
