Finally the Street appears to be Accumulating stocks. Prices were up
20pts. I consider plus or minus 26pts significant on it's own. Half
that if Volume is simultaneously up more than 10% above average.
Some news reports suggest investors are looking forward to the
President's proposal to reduce the double taxation of dividends. I'm
generally in favor of that too. We might not have had this Bubble and
Crash if tax policy hadn't slanted things so heavily toward Growth.
However, I'm not sure it will have any significant effect fast enough to
make a positive improvement in the economy in time for the elections.
It's the Administration's responsibility to create and implement
effective policies which will produce a stable and modestly growing
economy. That means it has to negotiate the process of Congressional
approval--I ain't cutting no slack because they couldn't get the
opposition to rollover for one particular plan--find one that WILL have
bipartisan support. Now! What gets through has to be effective, and
there's no time for some minimalist long term approach.
The last time the Stock Market fell for four years was after the Crash
of '29. If that happens again it isn't going to matter if the
Administration is successful with "Gulf War: The Sequel". I'm not
taking a political stand on this. My stand is pragmatic. Three years
of a falling Market for only the second time in history, and I don't
care what party you're from--you'd better figure out how to fix thing
FAST or you don't belong in power.
I consider myself a democrat with a SMALL "D"! It's going to be up to
the American people to decide, and we have previous experience how they
vote when they are unhappy with the economy. Most Americans are
moderates. They rarely buy into either the right or left wing. That is
a fact that is ignored at a politician's peril.

Timing Signals: I don't use or recommend timing signals, but they're
fun to watch. If I did though, well, I might use something like this.
(Be warned!! It tends to whipsaw around signal points!)
