In old the Soviet times the problem was that the USSR government exaggerated the accomplishment, even making false or distorted claims and unfortunately this served to reduce the credibility. It made it difficult to distinguish between the many real accomplishments and the fake ones. Even today it is still a problem in most countries, even the USA sometimes exaggerates.
