    This is an interesting question.

    Originally NASA had requested that Mir be deorbited.
    But now RKK-Energia has made a contract to keep Mir in orbit.
    Microrp is now trying to obtain funds to pay for reboosting.
    They are planning to attach an electro-magnetic tether, this
    will make reboosting ery cheap, use solar-electric power.

    So far the Russian government and Russian Space Agency (RKA) 
    are not objecting.
