I think it is done to prepare the files.bbs files for correct handling
by bbs progs. If a new file is put into the files area by the internal
ticker and download counter are used by the bbs program Portal has to
add the download counter to the description of the file in files.bbs.

Maybe I can change it so that Portal will increase the counter when a
file is requestet.

The best place to to so is the source part in which the request answer
to the requester is generated. But maybe this will cause to slow down
the connection because the files.bbs has to be rewritten completely.
