It seems you must set a task number to use semafore support in Portal.

I'm running two tasks and use semafores daily.

Setup: leave Portal, rename portal.cfg, portal.dat and portal.sta to 
portal01.*, start Portal for configuration (portal -c), set 'Config > Global 
values > Task number' to '1', maybe change the name of the log file, change 
your pop.bat by adding 'set popcmdline=-T01' before calling Portal and ..

... fire up.
