Even if the node is in Australia? Your setting yourself up for a large phone 
bill if you aint careful.

Portal is a BINKLEY style outbound mailer; as such it doesnt do any routing of 
mail in any way. This is the role of your tosser software (squish, fastecho 
etc..).

Portal's menus make reference to tossing and such but has never worked.

You need to study your tossers configs, or ask in the relevant support echo.
