While analogies will break down if one tries to push them too far, this analogy falls apart with a touch. 1) There doesn't seem to have been a "crime" committed, since the alleged acts were quite legal in those jurisdictions (HOLYSMOKE, MATZDOBRE). Moreover, because Charles Hunter is truly out-of-control, and because Joseph Voigt had a declared reason (to call Hunter's bluff), he would have been the "cop" there--to apply your own analogy. 2) A "cop" can arrest only within his/her own jurisdiction. To follow your own analogy, you should have been trying to make the arrest in HOLYSMOKE or MATZODOBRE, where I am quite sure you would be welcomed. 3) A "cop" does not break the law in making an arrest, indeed does not break the same law that the supposed perp does. 4) In fact, the only "cop" in an echo is the moderator.
