no, the activestate distribution itself...their reasoning was that anybody who 
put copy up for download might not keep checking for a later release (they have 
at least monthly releases of activeperl, activetcl, and activepython.

they didn't want different versions being used out there because they only take 
bug reports from the latest version, etc.

i think i understood wht right...

yeah, by active i meant the admin account still being active so i could 
update...i haven't checked in a while (a long while :/ )
