Hard to say what the reasoning actually was but more then likely nobody liked the idea of scrapping a system where registrations had been sold. Given that most of this is currently abandonware you'd think this would be a good time to try alternative methods. Also for those who do not wish to abandon software they paid money for a suitable pkt <-> whatever appears to be a good idea.
