PERL 4.0 handles I/O to the MS-DOS "CON:" and psuedo device "\dev\con"
perfectly.  PERL 5.0 v4_02 expects WINDOWS, SETVER, and SMARTDRV, to be loaded
before TTY I/O will function properly from DOS.  (File I/O is fine though.)
