then there is something else happening... JAM is not the problem... JAM is only 
the container...

the first question i have, since you specifically mention /netmail/ messages, 
is this...

          is the PVT bit set on those messages?

netmail doesn't require the PVT to be set and any messages without it may be 
seen by anyone...
