Users with a higher security level (though not sysop level) could sometimes (not always) read mail addressed to those of a lower security level. Those with a lower security level could not usually read the mail of those at a higher level. I was not aware of it until several users complained about being able to read other users' netmail. Then I checked, did tests, and found that it was true. I then rechecked all the security levels several times, but it did not solve the problem.
