Percent (and the less common "per mil") are quite simple. 

Percent is a corruption of "per cent", that is "per *hundred*". 

And per mil is "per thousand".

The symbol for per mil looks like a % sign except one of the zeros is
doubled. so instead of "0/0" it's "0/00"
