Grab a copy of FirstBasic.

PowerBasic got the rights to TurboBasic (or rather, they reverted to
the when Borland dumped it). FirstBasic is sharware, and usable even
without registration (basicly, you can't look up the command syntax
until you pay them the $25). 

You can upgrade to PowewrBasic later (and you even get a $25 discount
if you've registered FirstBasic, or at least you uised to), but I
haven't had the need to yet.
