Yes, it is the object oriented message toolkit from Mark May. I'm sure you COULD code it in 15 minutes with the proper structures... the question is - why? I have used Mark May's toolkit extensively, and I could whip up some message utilities extremely quickly with it because it takes all the down and dirty coding out of the loop... Your call.
