If i recall Borlands licence correctly, their licence is transferrable, try some auction sites. but perhaps you should go 32-bit, with FPC instead, it's cheaper, still being developed, and mostly TP source compatible, the only reason I can see for sticking with something old like TP would be either some existing units you need but don't have source for, or a need to support machines that are 10 years old.
